Step 1: Login to the wordpress admin control panel.
Step 2: Click on Turn comments on or off, listed under More Actions heading on the dashboard.
In the next screen, Discussion Settings window opens up.
Step 3: Select (Check mark) "Allow people to post comments on new articles" under Default Article Settings options by just clicking on them.
Step 4: Click on Save Changes at the bottom of the page, to apply the changes.
